Default 97 SE Won't shift into 4th gear...

So that's about the problem, it won't shift into D4. The dash light doesn't light up for the D4 but it does for all the other positions. It seems to shift later than it should and it definitely shifts harder than it should. It also won't lock into the D4 position on the shifter. From Neutral, it pulls straight down to D3.

I've replaced the tranny with one from a junkyard b/c the previous owners had it rebuilt by a "friend" and he rigged it to work until he left town and then the tranny fried, And let's say I got a great deal on the car. I can't remember if I used the old Torque Converter or the junkyard one, but I replaced the solenoids on the front of the tranny with the ones from the other tranny and still the same problem with both sets of solenoids. Tranny fluid is fine w/ no leaks and very clean.

I also hear a whine that sounds like it's coming from the tranny and it seems to get louder as you accelerate.
