1000g then 2000g wet sand...lightly though.

then rub on some Meguires PlastX Plastic polish. After its rubbed on, wait a minute for it to dry, then rub off with a terry cloth towel.

If they are just faded then I would use a rubbing compound followed by wax or the above product. It they are scratched bad then I would use the above advice and go with wet sanding. Either way should bring them back good. Just make sure to tape around your civic decal if it is still on the center garnish.

Blue Magic headlight polish works great too. I would say better than Meguiars.

Like 4g4dcruisin - I used 2000 grit wet sand then I applied by hand Meguiar's M1708 #17 Clear Plastic Cleaner, then Meguiar's #10 Mirror Glaze Plastic Polish. Then I used Meguiar's G12310 PlastX Clear Plastic Polish with a hand drill and foam powerball attachement.

Came out good... might need another pass with a faster polisher:

Removing the whole taillight is easy. Inside the trunk, just remove the bulbs and unplug the wires, then unscrew the nuts holding them in. If you want to take the lens off the housing, not sure if you need to go that far if your just cleaning the surfaces.
