are you trying to put on the bumper COVER over the bumper support? or are you trying to put on the bumper(bumper support already bolted to cover) on the car?

if its the cover, you're suppose to have these flat surface phillip head that sccrews on top. they're about 10mm i believe.

for having the support aswell - not sure abour civics but depending on the year, crxs, 88-89 front bumper bolts are 10mm. 90-91 are 12mm. you need an extension as well. the bolt holes are behind the bumper lights. two on each side and two screws on each wheel well

if youre installing a stock bumper then its best to take the whole bumper support off, mount the bumper to the support then mount the assembly on together.

the screws/bolts that mount the bumper cover to the support are a special type of bolt. very flat and wide and just have a phillips head to screw it down. they get stuck VERY easily. so if youre trying to take an old stock bumper cover off, its best to take the assembly with the support off first. then use vice grips to deal with those flat head bolts. because the phillips head will ALWAYS strip. causing very agonizing but needless frustration.
