Top bar of radiator support replacement?

Top bar of radiator support replacement?
I was wondering how hard it it is to replace the top bar of a radiator support? The car in question is a 1995 hatchback.
My bumper sags really low, and the top bar is bent down, and a little crooked. I was wondering if I could just cut off the top bar, and reweld a new one too it? Hopefully it's not too complicated....
