do headlights like that come with the halo bulb with it? or are those bought separately...or does that just depend on the manufacturer

keep stock tails. if your front lenses look like crap find some decent looking OEM or ebay OEM style headlights and do OEM HID retrofit.

 

imo you should keep your original lights on your car. if anything, blackout the headlight housing.
