I can't tell you what it may be exactly, but I can tell you what you may want to investigate. Check out the fuses. I believe there's a 7.5 amp fuse under the dash that is for the stater. Also, in the area, investigate the starter relay, which in my 95 Si is the top left relay in that area. If these check out ok, does the car have a manual transmission? If so, inspect the clutch interlock switch, which is the safety mechanism that prevents the car from being started without the clutch pedal being depressed. The interlock switch should be fairly easy to locate.

This advice is all assuming the car runs but not starts. If so, I'm having the same exact problem with my Prelude...I can push start it, but the starter isn't working. I don't suggest you try to push start the Prelude unless you have a hill and a few people, it's a heavy car. I hot-wired my starter and it started to crank. Give that a shot too and see if it starts to turn over.

Good luck, I hope you get it started.
