The car is 1990 Accord LX 4AT.
I was doing the valve adjustment today, and some thing fell into this area. Upon trying to get this item up, I notice what seems to be a vacuum tube coming from this round unit.
Looking from the front of the car, on the driver's side, to the right of the power steering pump. The hose that was loose, connects to the white connector coming from this round unit. The end of it seems to go down into the bottom part body of the car into a close end with a black rubber grommet.
It seems like this hose is loose and unconnected since my friend's Dad help me replaced the 2 serpentine belt 2 years ago. I guess he never connected the hose back when removing this unit to give more room to the belts replacement. The end that was loose going down into the car seems to be cut with pointy end but I am not sure what this hose is for or does it really goes down into the car into the black grommet. I cannot find a pic or diagram any where to see where this thing goes to. There's no marking or indentation on this hose end to indicate that it had a clamp on it.
If you have the same car please check yours and let me know where this hose should be going to. It does not seem to effect the car.

If you have cruise control I believe that hose goes into that grommet. It does on my car.

I wonder what does it do? It looks like just a blind end.
