i have a 99 civic ex. and my ac only works on max level. everything on my climate control works besides the first 4 levels of ac n heat. if i want ac or heat i have to turn the **** to max in order for it to come on. anyone know what it is? plz lmk!! thanks!!

Sounds like the power transistor may be bad.

 

replace the blower motor resistor.

 

its the resistor

 

99-00 Civics have a power transistor not a blower resistor.
