Default b16a civic throttle check engine light

Hey all i trying to figure out what is wrong with my Civic, hoping someone can help me. I have a 93 civic hatch with b16a motor. The problem is when it idles its around 1750-2500 rpms and when driving it will not go over 4000 in any gear. and if it hits 4000 if pops over and over kind of like its hitting a rev limiter. i have been told it could be solenoids, o2 sensor, distributor, tps, or jsut simple oil change for pressure. If somone could point me in the right direction i would be forever thankful.

Have you pulled the CEL codes?

If you remove the wire/paperclip from the service connector and then turn the key to ON(II), does the CEL now turn on and then off after 2 seconds?

by ON(II) do u mean starting the engine up? when i have the car in on position (where the key would sit when car is running after startup) it stays on with the wire in. do u want me to remove the wire in this stage and then put the key forward as if i was to start the engine. or pull the wire when the car is not on at all. If you mean On2 by the position keys sit when the engine is running then thats the only time the light is on it wont come on in the position before that.

basically first position is sticking the keys in. 2nd click forward is the radio, 3rd click start up the air and such and the CEL comes on 4th would be engine start up.

No. Just ON(II) without starting the engine.

With the key in OFF/Lock (0), remove the jumper wire from the connector. Now turn the key to ON(II) without starting the engine. Does the CEL turn on and then off after 2 seconds?

By convention, the four key positions on the ignition switch are:

You have CEL code 0, which is when the CEL remains on steady both with and without the service connector jumped. If the engine starts and runs, then code 0 indicates that there is a short in either the service connector or CEL circuit or the ECU is bad. You obviously would check for a wire short first.

Not sure. It may help if you give more information about the Civic, the engine swap, and the ECU and wire harnesses used.

Can you share with me what your issue was ... with the Civic not going over 4000 RPMs? I have a stock 2000 ex and it does the same thing every once in a while. I had it to a mechanic who said he replaced some sensor that was burned out but I don't know if that was the cause of it not going above 4000 MPH or the check engine light but every once in a while the light comes on and it will not go above 4000 MPH in any gear, then sometimes it will work just fine even though the light will still be on and then sometimes the light will not be on. I am not a motor head but I do change the oil and other maintenance stuff, so I can hopefully fix this but will need some directions. I appreciate any advice you can provide.
