1996 Civic w/ B18C Type R swap. No vtec, limits at 6600 rpm, idles at 100 rpm if cold

1996 Civic w/ B18C Type R swap. No vtec, limits at 6600 rpm, idles at 100 rpm if cold
now before this thread summons any trolls: understand that I have googled and search on H-T for a while with this problem, and still no luck so I am posting a new thread.
Problem: When I start the car up while cold, it will die out as soon as I press the gas pedal. Car runs fine after a few start-ups, but then the car does not go past 6600 rpm, and vtec does not engage. Also I have a CEL on too.
Specs:
Chassis: 1996 Civic Cx hatchback
Engine: 1998 JDM b18c Type R
Harness: manual 1998 SOHC vtec
ECU: JDM P73 (which is why I am on H-T and not looking at a scanner)
So after some research, I understand that the car is in limp mode, and vtec not engaging can be caused by several sensors. At first my speedo wasn't working, so I was really hoping it was that problem, but it wasn't. The speedo works now, but not vtec. (yes I have reset the ecu every time). Now I am just lost because all the other threads that are similar to this one that have solutions to fix this problem has not fixed mine. Did I overlook something? A problem that I have never heard of before? Some help would be appreciated.
also, where can I get a wire diagram for a 1996-98 obd2a manual sohc vtec engine harness? I have the USDM ITR one and it breaks down every sensor there is on the engine, tells you how many wires and what color the are, and tells you what the sensor is. I have a service manual for a 96-00 civic (including si), but it doesn't have that section there.
