Hi, is any one clued up on honda immobilisers?

I have 96 civic ive turbo'd, i lost my key with the chip in it.
I bought a odb2a to odb1 conversion harness and a odb1 ecu plugged it in and the green key lights still flashing and it wont start. any ideas?
