Icon3 I cant see my gauge needles @ night

As stated in previous posts this is my first Honda, and its been a while since I've driven something this old, but arent the needles on the gauge cluster supposed to be illuminated when the headlights are on? I cant see them at all during the night. Oh its a 95 LX Coupe.

There's a **** near the cluster that you turn and the light goes up. It clicks in and out.

Remove the cluster per the Accord FAQ guide
Replace the two overhead bulbs, Advance Auto Parts has the size in stock

You will see a ~5-6" long black plastic rectangle on top of the cluster with wires coming out the back, if you look on the backside of this you'll see the two wedges where the bulbs are. Just replace those and the lights will be back on to illuminate the cluster.

The needles do not glow but are more reflective than anything else.

And the dimmer switch is NOT the issue on this one.
