Default Wheel Backspacing / Offset

Ok, I get a little confused on wheel offset.
Example: 99 civic si

+40mm offset vs. +35mm offset.

Which wheel will tuck in closer under the fender? I say, higher the number, the more it tucks inside. Correct? Or is the other way around?

+40 will tuck moer under the lip, actually +35 will probably need the lip either rolled or cut, as in my case with +35 wheels and 2.5" drop.

I'm runnning +40's now but I want to tuck them in a little more. I should look for some +42-45's then.
