94 Accord Clutch not returning completely to top??

Default 94 Accord Clutch not returning completely to top??

My 94 Accord lately will shift in and out of gear ok, but when the clutch is let back out it stops short of fully returning to the top. It will sometimes "pop" and then move the other 1-2 inches, otherwise you have to use your foot to return the pedal completely. The first few inches of pedal when pressing down are basically "limp" just a lot of play in the pedal before you actually engage the clutch. Is this normal? Where to I start with my trouble shooting.

Has the slave cylinder been bled lately? Normally it will do that if you accidentally get air in the system when bleeding it or it could be that there is air built up over years of having not been bled.

I would do a complete flush.
