Their is little circles from the clear coat of my blades peeling off, how do i fix that?

or do i just remove the clear coat? and how do i do that?

there is also scratches on them from the lugs and from the curb, do i sand that down with 1000 grit?

Sand the scratches and curb rash down with like 300, then work up to like 600.
Remove the clear/polish them/ re-clear.
