Turn signals don't blink! HELP!

I just recently started having problems with my turn signals; I was planning to take a look at all the bulbs tomorrow, but I wanted to see if any of you have had this issue before. When I use the turn signal all bulbs light up including my side markers and the arrow on the dash, but they don't blink. It's stays stuck on the lit position. Have any of you had this issue before? I really hope it isn't a wiring problem

Start with checking Fuse #2 (15A) and Fuse #5 (10A) under the hood. You might also want to check Fuse #9 (10A) too.
Under the dash, check Fuse #19 (7.5A)
Remove and inspect the Turn Signal / Hazard relay from the under-dash fuse panel.
There are four relays above all the fuses, the one you want is on the right side. (no. 4) Make sure it isn't corroded and that it is making good contact. If it's okay, move on.
While the relay is out, test the fuse panel itself. There are three slots, one on either side, and one in the center on top. Number them clockwise. Left is 1, top-center is 2, right is 3.
Cavity 1: Under all conditions, Check for voltage to ground, there should be less than 1V. If there isn't, there's a bad ground or an open in the wire.
Cavity 2: With the ignition switch ON (II) and the turn signal switch in the left or right position - connect the #2 terminal to the #3 terminal. The (left or right, depending on which position you put the switch in) turn signal light should come on. If it doesn't, you have a bad ground, an open in the wire, or the turn signal switch is faulty.

Thanks man! The guy at Autozone told me it was probably the "flasher" which I assume is the turn signal/hazard relay. The one they had there in stock was way bigger than the factory one and didn't fit, so I'm going to order the relay in a bit. Thanks for your input.
