NEED HELP car throwing code 20

my car is a 1997 civic LX 4dr with a jdm h22a swap been driving like this for few years with no problem then last week after trying my buddy's chip p28 ecu, it did not run right on my car and ever since then been throwing cel code 20 ( Electrical Load Detector ) no matter what ecu i use, and today i finally got another engine bay fuse box with a ELD to replace my old one but it is still doing the same thing and throwing the same cel code. Right now i dont know what to do anymore can anybody help me, it will be greatly appreciate.

if you disconnect eld 3 wire connector, with ign ON you should have 12v at black/white wire. Then measure between ground and 3rd terminal on that connector(green/red wire) do you read about 4.5v or not
k, turn ing OFF, disconnect 16pin, "D" connector from ecu and check for continuity between ground and terminal D16(green/red wire), if there is continuity that means theres a short between ELD and ecu in green/red wire, if there isnt any it says to replace ecu

ok found out that alt fuse is blown and replace it and everything was back to normal, and then today i try on my chip P28 ecu and it burnt out the Q31 in the ecu and the ALT fuse blow again so now i dont know what to do any more. PLEASE HELP!!
