Default Clicking after headwork

I got new valves installed and the head resurfaced on my B16a3. The shop replaced the guides too. So the head is installed and we do the timing and adjust the valves to factory spec and its making a clicking noise. It sounds liek the valves. Also the engine is sluggish and isn't as quick as it used to be. The valves have been readjusted 4 times. We even tried to adjust them to half of factory spec. They still click. I searched online, but could find no answer other than adjust the valves. What could be causing this?

Thanks in advance for the help.

LMAs are located in a recess between each pair of valves. There are eight of them total, centered on the middle, high-lift lobe of the camshafts, which have to be removed for access. Wouldn't explain the poor performance.

Do you have a factory service manual?

OK. So I know that the clicking is the LMA's. But would anybody know what would make it sluggish and backfire?
