Default "Rusted" hood art - removing black ferric phosphate??

Well my friend tried the rusted hood look that everyone is doing now. Unfortunately he didn't clear it yet and someone went nuts with something I'm told was naval jelly. They drew the outline of a giant *****, and it won't come off now.

Is there any way to reverse what that stuff did? Or is it time to start over?? I'm also curious if clear coat would have prevented it, since it was acid.

You mean rusted hoods, or the actual hood? I don't have pics but I'm sure anyone on H-T could imagine what his looks like now.

My friend said he may just use an angle grinder and flap sander disc on it. The black ***** is very hard vs even the raw steel.
