Also, I would assume it is code 1 and 17, but why am I getting two slow blinks, the seventeen fast ones. It seems as though it is saying, code 1; code 1; code 17, which doesn't make sense.

Guessing youre reading it wrong, obd0 I'm also guessing:
Code 1: o2 Sensor
Code 17: Vehicle Speed Sensor (VSS)
and if obd1
Code 1: Heated oxygen sensor A
Code 17: Vehicle Speed Sensor (VSS) .... as well.
