Swap D15 for D16y8 w/zc head
I have a guy that's telling me a D16y8 block with a ZC head will go into a 1990 Civic 4dr which had a D15B2, 5 spd manual.
He is telling me it will drop in without any wiring or transmission problems.
Is this true?

The block and head will go in without any issues. Thermoswitch(fan switch) is in a different location and uses a different connector on the newer block but is a simple cut and splice affair. If using the same manifolds no other wiring changes will be needed.
If the ZC head is non VTEC then the procedure is basically the same as a Z6 block and A6 head which I covered in detail in the FAQ. If the ZC head is VTEC, then you'll treat it as a "mini me" which is covered in the FAQ as well. This will require you to convert from DPFI to MPFI, the procedure once again is covered in the FAQ. In addition you'll need to add appropriate wiring for the VTEC solenoid as well as address engine management.

Why would you treat it as a "mini-me" if the zc head is a vtec head and the bottom end is a d16y8? It would just be considered a cylinder head replacement because the bottom block comes stock with a vtec head.

I think they said the ZC head was non VTEC. Which would be good! What identifying marks indicate that the ZC head is VTEC or not?
If it is VTEC then it needs the MPFI swap which is more parts and a challenge for two noobs, doing their first rebuild/swap.

Sorry about that, "crx si-r" is correct. Disregard the mini me section as that only applies to 1.5 non VTEC blocks.
Since you stated it is infact a non VTEC ZC head, then use the Z6 block/A6 head write up as a guideline. If I'm not mistaken, the procedure should be identical BUT the compression ratio will not be the same since the pistons differ from Z6 to Y8.

I realized that my question is not just a yes or no kind of thing. So I'll break it down into sections, that way everyone can help out with what they have done before.
I'm using a D16y8 block with a SOHC ZC (non VTEC) head is going into a '90 Civic 4dr which had a D15B2 engine with a cracked block.
For now we just want it to run and pass Texas emissions test. Will not be doing the DPFI to MPFI.

Motor Mounts - Y8 driver's side mount and bracket
Y8 to current Tranny - Yes, all good
Clutch/flywheel/linkage - Good?
Shifter linkage - Use original D15B2
Y8 to ZC head - oil control jet issue, compression issue (pistons or shave head), DX(B2/B7) timing belt
Timing Belt Cover - Modify cover
Thermoswitch location change - Rewire
New water pump and pipe o-ring - always
Other sensors - ????
Intake manifold - Use original D15B2
DPFI - Use original D15B2
Engine Harness - ????
Coolant/Heater Hoses - ????
A/C compressor - ????

Your 90's clutch/flywheel should be fine since 90-00 is the same. You may have an issue with one coolant hose as on my Y7 the thermostat port which connects to the lower rad hose is angled much different from my previous engine so I had to run a home-made coupler since the rad hose couldn't bend to fit it. The rest seemed fine, though I think I did have to trim the upper rad hose a bit because it angles out of the block differently too.
