Haven't heard the condenser fan cut on yet, heat is off, 35lbs on the low side, I think the clutch isnt engaging all the way....I mean it's dragging the motor down but i dont think it's not as much as it should be.
First thing i would do is check for leaks.
Next, it sounds like you just need a recharge. because the fan wont kick on unless there is enough pressure, also i believe it wont blow cold if there is to much pressure.

As Ron said, the Condensor fan should run anytime the A/C is on. The only time the Condensor fan should shut off when the A/C is on is when the Thermostat(Thermistor)in the Evaporator shuts the Compressor off, The Thermostat will shut both the Compressor and Condensor fan off when the Evaporator core gets to the cutoff temp, usually 36-38 Degrees or so.

Did it quit blowing cold all at once, or was it gradual?
If it was all at once, I don't necessarily think it would be low on refrigerant, because that tends to leak out over time... unless you had a catastrophic failure somewhere.
When the A/C quit all of a sudden on my 96 Accord, it ended up being the A/C compressor relay. The compressor still ran, but it didn't blow cold. Can't really tell you more on a Civic, but I think it's something like that if it just stopped.
