In most cases, if they lost the title, you can purchase the car with a Bill of Sale and apply for a duplicate title or a new title since it is being transferred to you anyway. But a lot of people, especially people selling Honda's "lose" their title cause something is not legal. Best bet is to get the VIN and do a CarFax or AutoCheck to make sure the car is in the clear. But like above said, check with the PA DMV and see what they say.
i dont know if this is correct but i heard if you put insurance on the car and then get a bond on the car you are allowed to register it to your name and with bill of sale you should be fine..
In Pa you can apply to the court to get a title but it is up to the judge to decide if you get one or not,but you would have to make sure that everything was legal with the car in the first place.
