I know nothing about emergency response, but those safety workers seemed very lack luster. Dude could have been near death.

Why would that guy try to balance himself on an inoperable bike? I would've at least put a foot down.

Hard to say but it looks to me like his right foot was down pushing the bike along until it got clipped by a passing rider.
