Old school, issues

Default Old school, issues

Hi guys, I am new to the forum and I am aware that my civic doesn't fit into the prescribed year range but thought I would give you guys a shot anyways.

I have a 1982 Carburated Civic, CVCC ( Don't laugh she's a classic) LOL
I am having issues with it blowing steam out the exhaust.
I have replaced the engine because I thought it was head failure the first time
I rebuilt the new motor with a brand new head gasket in it,
completely different intake manifold
Weber Carb
Removed most of the unnecessary vacuum lines
brand new radiator ( the old one was leaking)
Getting a milky film inside the valve cover
Performing compression test today (will post results)
If anyone here has experience with these, any help would be appreciated!
