Default 94 swap in a 97 ek.

I have a problem. I've got a perfectly good 97 ek. But I have a b16a2 from a 94 del sol in it. The motor is obd1 w/ an obd1 harness and ecu. I recently moved to chicagoland where they have rigorous emission standards and I cannot get it registered. It will not pass emissions. Anybody have any advice about getting it legal? Is it possible to do something like a special title or something? There's gotta be a way around it.

Any help would be much appreciated.
