Check all your vacuum sources. Make sure they are all hooked up.

theres one hose unpluged and thats the one that hooks up to the valve cover.. i dont think it would make me idle that high... i just used my stock intake mani and exhaust mani with the z6head.. is it bad to run it at that rpm? new valves and all? i lashed them to .008 on intake and .010 on exhaust

that hose to valve cover is probably the breather hose, which don't worry about really... only worry before you get car smogg'd or if a cop lifts your hood. hook that hose to intake later or whatever. i have to jimmyrig 2 hoses together tightly to fit lengthwise from my valve cover to intake. check your IACV, when mine wasn't hook'd up it was idling all weird too...

I'll edit and post a picture in when i get one in a second.

so what could be my problem for this high idle???
could it be timing problem? i did everything by the book. trying to get some othering input before i got dicking around with it... could the 4k idle hurt the engine? and its also smoking bit out of the tail pipe

That would be the first thing to do. Check your butterfly in the throttle body when the car off and on. See if its open at all.

double checked all connections, everything is exactly the same... the tb and im both were fully funtional on my vehicle before i bolted on the vtec head....running stock ecu injectors dizzy, eveything same except the addition of the vtec head.. i also bleed my coolant and a big old air bubble came out... i havent started it up yet again.... is it bad if i drive it with a 4k idle lol....

4k idle isnt good, you'll be burning up gas like crazy. and you said you had smoke coming out the end so you wont want to drive it that far if at all.

good thing you burped your radiator too, I didnt do that (forgot too when I swapped my engine) and after about 4miles my temp gauge was red lining, had to figure out what was wrong real fast hahah.

all connections might be connected but are they correctly connected
