Default Compression and smog

I have an h22a4 that I'm building. I also have an opportunity to get type s pistons to put in it.

What I want to know is will I be able to pass smog with type s pistons with a cometic head gasket making my compresson level 11:3:1? I live in CA

As long as you can get gas to burn at that compression, its all in the octane. Is the rest of the motor and exhaust CA emission visually legal.
