Default 99 Civic SI overheating issues

Okay so im posting this for a friend who sent me this email. If anyone has any input please help a brother out!

The mechanic use to work at the Honda dealership and is having the hardest time figuring our why my temp gauge in my panel shows my car as running hot when his temperature gauge does not. He even took my panel out and put in a different one in to see if the panel was the cause and it still runs hot. Something is telling the car its still running hot when he has already remedied the faults. Any adivce? Thermostat, temp sensor and two other temp related parts have already been replaced. Any ideas?
Asked her for more info since i thought it might have been an issue i once had with my BB6 and got this.

Last year the car was running hot and smoking. Auto Zone didn't have a hose to fit so the guy cut it to fit. My uncle did a test on it to see if there were any other holes in the hose, BTW he is a mechanic, he put some kind of colored liquid in and did a stress test. Found no more holes. Then it started back to running hot and we changed the temp sensor and thermostat. Then it stopped. Since 2008 I have changed the temp sensor 3 times myself, twice last year. It keeps turning the check engine light on according to Auto Zone.
Here we are the following summer and it's running hot again. The guy fixing it this time use to work for Honda as a Mechanic and this car is confusing him. He puts genuine Honda parts in. Thermostat, therm sensor, and the sensor that runs the AC fans (one of the fans was not kicking on), and then it still ran hot fast, and hard so he put an electrical device in it that looks like a small spark plug. This didn't work, he put it a computer that monitored the temperature of the car and checked it against the gauge panel read out. They didn't match, then he thought maybe the panel was goin out so he put in another panel to test against but it ran hot too. So now I'm trying to help figure out the heat issue
Any takers?

if he is absolutely positive that the coolant temperature is not too hot and that the gauge is just wrong then they need to change #10 (part# 37750-PH2-014)

that 1-wire sensor under the dizzy controls the gauge cluster.

if the car is actually overheating then he needs to make sure that their is no air in the system, that the t-stat is opening properly and that the fan is coming on when it should.
