Default what is the best option for h22

what is the best option for h22.
im planning on putting an jdm h22 in my 94 civic. i have NO plans for forced induction. i will do i/h/e most likely cams and gears if needed. i was also thinking of putting higher compression pistons in it eventually.
the swap will come with a p13. i dont wanna run the egr setup which the p13 looks for. can i have the p13 tuned and have it changed so it doesnt look for egr? i really dont wanna pay for a p28 when i will have a p13.
if im completely wrong let me know. most mods will be done slowly and over time. so ill be running a light tune or the basemap for a while.
help me out im not familiar with ecu tuning at all so forgive my ignorance.

1. A chipped p72 ecu (expensive) if you plan on keeping intake air butterflys.
2. Chipped p28 ecu with a tune on it for your h22 swap.
