I really need help with the injectors on my civic

Default I really need help with the injectors on my civic

It's a D16z6, It's not starting at all only when i put starting fluid in the intake manifold, so I pulled the fuel rail and injectors off, cleaned them and tested the injectors by hooking a battery up to it and they open and i sprayed the carb cleaner and took a air hose to it, so I put it all together and their is nothing, the wires hooked up to the injectors have 12v to all of them. When I got the car it wasn't running at all and had some missing parts like the injectors, fuel rail and throttle body so i pulled it off a d15 that was running, so i got it running after a few days and a few days later i broke the block so i let it sit for 2-4 months before i put the d15 block in. Would it be the ecu or main relay that's not letting the injectors fire?

The fuel pump works when i turn the key on, the main relay clicks once when i turn the key and the fuel pump is pumping the fuel then the main relay will click once more after the fuel pump is done pumping, then when i start it the relay keeps clicking. Everything up to the injectors are fine.

Does your fuel pump come on when you turn the key?
