Automotive paint on wheels

Automotive paint these days are meant to withstand temperatures that a car's surface won't see.
I hate seeing folks that think that you have to strip wheels before painting. tsc tsc! Treat the wheel as you would treat a body panel from the car, and then paint it.
As for the debris, you may get chips if rocks hit or something.
I've sprayed my wheels using dupont's chroma base line, it's as beautiful as they were when i first mounted the tires on them.

my last set of wheels that were sprayed with bc/cc have lasted to this day perfectly, minor chips here and there...and my new rims are going months strong with no problems at all

My painter said he would fix any imperfections, prep, and paint, so I don't think he is going to strip them anyways.

I sprayed my stock rims with automotive paint and didn't have any problems with it. Just clean the rims up real good, spray the base paint, then spray a few coats of clear.
