even if he rebuilt it? i thought water in the CC could blow a head gasket but i didnt think it'd do anymore damage (unless the motor was ran for a long time with water in the oil)

Feel the shop out to see how much they will let you inspect/dismantle it before you purchase it. It probably has been hydrolocked for that price, but alot of times flood damage means that the car was just submerged. and the insurance company totals the car because the cost to replace the entire interior and wiring is more than they care to spend. Does it come with transmission also?
^ i suppose it couldn't hurt to do a little investigation. if they would be willing to let you look at the engine, or tell you more specifically about what happened to it then i might consider taking the gamble.
