Easy question about o2 sensor

Alright I have a really simple question, which sensor mainly controls air/fuel? Is it the one on the cat or the one on the header or both?

The Primary O2 sensor is responsible for providing the ECU with fuel feedback. The Secondary O2 provides feedback of Catalytic Converter operation.
