axel/cv joint question

axel/cv joint question
had the car up on jacks today. started the motor and noticed that one of the tires would rotate, seemed like it would rotate to a high point and stop/slow down for a sec.
Question are.
1. what would cause the tire/axel to spin while in neutral.
2. The stopping at a certain point make me think something may be bent. Do you think this may be the case.
Be checking it out more tomrrow in the day. just wanted to see if anyone had any input.

possibly your car has a slight connection with the trans and the slider gear not completely being "out of gear" and it does that??? thats my guess
