Clock/radio 12v battery constant?

Default Clock/radio 12v battery constant?

So today me and a friend decided why I haven't had a working radio for the past 6 months. Looking at my walmart harness, I see that two power wires (battery and ignition switch) are both 12v. With a multimeter, I discover the constant is only putting out 3-4v. Tracing back, I find that the white w/ blue wire, the constant, also powers my radio. Which explains why it resets to 1:00 every time I start my car (not 12:00, weird I know). I ended up running a new constant straight from the battery, along the firewall, and through the grommet, to the splice for the radio. Anyone know why this wire would short out? And or where? And also, if the dash harness is shifted in any certain way it causes the fuse for the instrument cluster lights and the climate contol
lights to blow. Any clue? Could they be related
maybe?

The only thing i could think of as far as the dash harness causing lights to blow would be that there has to be a short somewhere in the line, possibly a pinched wire or something. As for the wire running directly from the battery it shouldnt short out, id check and make sure your radio is properly grounded as well that can be the culprit of many issues

dont know if this helps but if the BACKUP(7.5) fuse in your under hood fuse box is blown then your radio will not work and your clock will reset to 1:00 everytime the car is shut off

Well my backup fuse was blown Inthe underhood fusebox. But would that cause the battery wire to only put out 3-4v?
