Default Accord 2.3L Non VTEC Tensioner Question

I apologize for posting this again but I'm in real trouble here in Venezuela and really have to get an answer to this one.

I have a 98 Accord which has the 2.3 liter non VTEC four cylinder engine.

The engine jumped time about a month ago, and when I disassembled it I found that the balance shaft belt tensioner could easily be removed from the tensioner arm. It looked to me as if the roller had cocked sideways in the tensioner arm and allowed the balance shart belt belt to shift and interfere with the cam belt.

I indeed have the parts now but the balance shaft tensioner roller arrived without having the tensioner arm.

I can't figure what to do and whether to go ahead and reassemble it with the balance shaft roller loose in the tensioner arm.
