Default Should the FITV allow absolutely NO air to pass when at operating temperature?

So as I said, should the FITV allow absolutely NO air to pass when at operating temperature? I can feel a very slight suction at the fitv port in front of the throttle body plate. My intake manifold is somehow receiving unmetered air (even with iacv disconnected and i'm sure that it's drawing no air) and i think that the fitv may be the culprit.

And if my fitv is to blame, instead of replacing it, can i simply block it off? I was thinking of replacing the throttle body gasket with one that has no hole to allow air to the fitv. Will this work, or is it somehow a bad idea?
