WI Emissions Question pt. 2
I recently purchased a '96 Integra w/ a B16A2 swap. It is currently running a Hondata S100 obd1 ecu. The seller was nice enough to send me away with a 99-00 Civic Si OBD2b ecu. I am a full on noob and want to know if simply removing the Hondata S100 unit from underneath my glove box and replacing it with the 99-00 Civic Si unit will suffice for safe travel to the DMV and also passing the test?
My next question is...
Some people have mentioned to me that in Wisconsin they recently began only testing the ECU and not actual emissions from the exhaust. If this is true, would I be ok with my catless straight pipe? If I try and that doesn't fly, can I come back the next day with a cat no harm, no foul? Or should I just get the cat first thing tomorrow morning? I hate the raspy sound that is allegedly because it is catless so I may go with a cat regardless.
I did search but it seems like no one out there was as ignorant as I about this to make a thread. Either that or I didn't search using the right parameters. Thanks in advance!

No, it's not a rule about asking a 2 part question, what your doing is illegal about the cat. That's why it was locked. As for the ECU, yes you can use it because your running a B16a2. So use that for your ECU.
A mechanic in my neighborhood said as long as I don't have any CEL lights, I should pass the test, so I went to the DMV.
In Wisconsin they no longer test tail pipe emissions. All they do is hook up a cord running from the ECU to their computer. My Hondata S100 wouldn't communicate with their OBD scanning program at all. They gave me 45 days to try again. The 1st three tries are free and then it is $15 per attempt.
As far as the legality of driving w/o a cat, that was never my question, so I find locking the thread with that answer to be odd. I also never said I planned on driving on city streets with out one, aside from getting the car E tested. This car could be for track, show or resale use for all anyone knows, not that it is any of their business. For the time being, I need plates and legit registration so I can obtain a parking permit from the city and legally park in front of my house when my garage/driveway is full. That is the problem with assumptions.
