Default CEL 14 1998 Integra

OK my setup,I have a 98 integra type r with a jdm b18c swap it has a wire tuck so some of the wires are disconnect. So Ive been throwing a CEL 14 for the past 2 weeks. Ive looked it up and found out its connected with the IACV. I read that cleaning may solve the problem so i did but no luck was still throwing up the code. I bought a working one from a friend cleaned it out and still threw up the code. So i started looking at the 98-01 Service Manual read if you change it out and still no luck to change the ECU. I swaped it from a USDM to JDM it fixed CEL light from popping up. But i still have a high idle 1000 when i first start it up but after driving it around for a while i start getting a high RPM from 1500-2000rpm. Any clue on what to do? Maybe a check list on what to do. Oh and btw started happening after i switch from profab straight piping/w test pipe and unknow muffler to stock LS piping with catalytic converter.

It's a common problem to get those plugs switched up..
