I really like the old school look of these wheels, anybody running these and if so what's a good tire too get?
There are no really good street tires available in 13" sizes any more. If you want them for the track or autocross, there are some good competition tires. But for driving on public roads, you would be much better off getting 14" or larger wheels.

found these tires- SUMITOMO 215/50/13, KUMHO V70A 215/50/13. Will these work safe with a 13x8 wheel, and they come with offsets of +40 and +4 what works better? Thanks-
The Sumitomo 200 is a really crappy street tire. The Kumho Ecsta V710 is an R compound track tire, which means it's really expensive, it will wear out really fast, and it's designed to grip well when warmed up by the first lap on the racetrack, and will never reach that temperature when used on the street. Neither one can be safely mounted on 13x8 wheels. And that tire size is too small in diameter for your car. Unless you're building a "low rider" show car, forget about 13" wheels.
