fouling plugs/running on 3 cyl/lean cylinder?

ill provide as much detail as i can.
setup is ls/vtec about 12:1 cr, ported gsr head, pro1 cams, twm 50mm itb's, rc 440's, rmf knockoff header
my motor just sat for the winter, and i swapped it into a new chassis. after getting everything all set up, it fired on pretty much the first try just like i thought it would, but was shaking pretty bad (its on stock mounts) and sounded like typical 3 cylinder running, so i shut it off.
i pulled one code as #10 which is IAT, so i pugged one in since i hadnt previously and was clear of all codes.
I proceeded to clean and gap all the plugs. they were all quite sooted, cyl 4 being wet like it hadnt been firing. after cleaning and gapping it fired on all cylinders.
my question is, why is the motor so sensitive to sooted plugs (ngk 7es-11's). i had a previous no start issue last year due to the plugs. i was tuned last year for the previous header. the car is not currently tuned for the new header, but i am doing no more than idling it in the driveway. it is also on 89 octane, and is tuned for 93.
second questions is, it appears one runner of my header (cyl 1) is changing color to a goldish bronze like its heat cycling but the other 3 aren't, could this be pointing to a lean/hotter cylinder?

its got 2 gallons of 89 in it so i could get it out of the garage and make sure the lines werent leaking, dont worry, im not that dumb.
