I'd suggest you try again!!!
The Y1 tranny is the exact same tranny housing as any DA integra. If you want me to be real specific, go find a 1990 Integra starter from a RS, LS or GS model from a 5 speed model, there should be no reason it shouldn't work.

It is possible you didn't have the starter you "thought" you had the 1st time. Otherwise, it could be a wiring issue if it doesn't go.....or something is up with your flywheel.

jdm/usdm starters, lol, same damn thing!!!

Why would you buy the absolute cheapest flywheel on that market??? bottom of the barrel.

Honestly all 90-01 integra starters work and all usdm b16 starters will work. It makes no difference if the integra starters are vtec or non vtec as long as you get a 5-spd. I'm running a 92 gsr (b17) on my ys1 transmission. And my old 90 b18a1 starter worked fine on my ys1 till it crapped out on me.

Makes no difference. The tooth count will be the same. I am running an 11lb act Flywheel, and the b17 starter works fine for me.
