Replace IACV valve?

I cleaned out the IACV with brake cleaner.
Flushed the coolant to make sure no air was in it.
Spark plugs and wires look good.
I still have the bouncing idle. Cleaning it out did help a little as with the A/C on most of the time the bouncing idle goes away but when it isnt bouncing the idle is still high at about 1200-1400 RPM. When I disconnected the plug going into the IACV with the motor on nothing happened. According to Haynes manual its supposed to drop the idle or kill the motor.
So based on these symptoms would it be safe to order a new IACV valve? Its a 2001 Type R btw but I believe its the same as other Integras and the ITR forums arent really that great for these kind of little things that are generic in all Integras.
