Failed smog TWICE! Need help ASAP!
Car is 91 Integra LS.
1st TEST, failed NOx over 1500 ppm for both runs. Was told to change cat and O2 sensor.
Went home, changed oil, spark plugs, new coolant, new Denso 1 wire O2 sensor (91 DA), filled tank and dumped in a bottle of ISO HEET and ran it during the week till half full.
Got a new Catco cat on the morning of the 2nd TEST. Filled the tank and dumped in another bottle of ISO HEET (think that's where I ****ed up).
Ran the car on the freeway for about 30 minutes and then went to the smog place and let the car idle for another 10 minutes.
Smog guy ran the TEST again and failed both runs with very similair results but this time.. the smog guy told me I'm running hella lean (maybe cause of the ISO HEET) and also there was no reading for the O2 sensor.
Told me to check to see if the O2 sensor is working properly... so how do I do that? And also.. what do you guys think I should do to pass on my 3rd TEST?

when you say 1 wire o2 sensor is there literally 1 wire or is there a positive and negative, if so you can do a continuity test with a volt meter, if not maybe buy another o2 and see if you end up with the same result. Also if your cat is in good shape, the sensors all work and the computer is working correctly you should be in the ball park smog wise, I mean if your rings are shot and you are passing a lot of oil it would effect your smog results. don't over do it witha all that additive stuff. follow the directions, more isn't always better.

When you say "passing a lot of oil".. do you meaning leaking oil cuz I'm kinda leaking from the cam seals and the oil pan.. will that affect the smog outcome?
no I meant passing oil past the piston rings and into the combustion chamber, if oil is burning along with air and fuel I would have to believe it would affect emissions. when you start your car is there any blue smoke? Is there blue smoke while you are driving etc.

Didn't understood your 2nd question but I'm assuming you're asking about my cat. I'm not sure but the shop owner did say it will pass smog when I asked him numerous times. The brand is Catco..

btw why was the smog $80?? we do smog in sacramento for under $50 maybe $60max for a test only
it is the fact that it is a 91 CRX registered in a county in CA that needs a full functional and emissions check. So 50 for the smog 10 for cert, 20 for evap and for nox.
I work on an USAF base and the smog tech stopped charging me because he sees what I am going through.
Getting my Cat tested tomorrow morning to see if there is anything wrong with it.
I am going to get my timing retarded back down to 16 degrees, it is sitting at on the ***** 20. If I knock it down a notch or few hopefully that will help.
Is there anything else I can look at? I have no idea what additives I should be looking at or what the heck seafoam is or where I can get it...
I have a new O2 sensor I just cant install the damn thing because the radiator fan is in the way and so is the damn A/C unit.
I was looking at getting a new Cat just in case things go poorly tomorrow will any of these work for California:

Thanks for the help in advance... and again it is a 91 CRX Dx 16 valve all stock(to my knowledge), with a new tune up done to it.(plugs, wires, rotor cap, rotor button and all filters. )
