Default b16 swap; not charging

I was asked to take a look at a 1990 si crx that had just had a b16a swap done but wouldn't produce a charge. New alt. was installed but still no charge and then benched tested with a clean bill of health. Re-installed but still no charging. They even tried another alt., no deal. This whole set up had just come out of a 1988 crx and had worked fine. I'm wondering if the ELD could have something to do with this since in the 88rex the ELD is located in the engine bay fuse panel but in the 1990 there is nothing there. Where is the ELD located in the 90' crx? I can't seem to find any info on this. Everything says the ELD is located in the fuse panel, even my manual. I have both pr3 and pw0 ecu's and no difference. Can anyone show me were to find the wiring procedure for install in said 1990 crx. Thanks.

was your car running ok before the swap? when i first got my rex i found that several parts had been scavenged while the car was sitting in a garage for about a year

Its not my car. I just seem to be the go to honda guy but I normally don't deal with the older h-stuff. I saw this swap in the previous rex and it ran fine. I was told it came directly out of the old car and right into the new car. I've checked with other crx's and for some reason starting in 1990, the ELD(electronic load detector) was placed somewhere else. The car the motor came out of is an 88' and they all seem to have the ELD in the eng. bay fuse panel. There must be a million of these swaps done to 1990-91 rex's. I'm thinking there must be a wiring/ecu pinout problem. If someone could show me the proper wiring and any ecu pinout changes needed, that would be great.

Did you check to see if the ground strap between the transmission and the chassis is installed and properly secured? Sometimes people forget to reinstall these during a swap.

check to see that the alternator wire is connected at the main fuse box

The grounding strap is good. It's grounded on the tranny, then to the chassis and then connected at the negative terminal. They even made another ground strap to the battery.
All the connections at the fuse box and altenator are showing continuity and battery voltage. The picture of that fuse box shows it has the ELD where as the fusebox in this one has an empty spot. I was told it was original to the car and that the other 1990 crx they have is the same. All your help is very much appreciated.
