Default power steering foaming

92 da.
power steering fluid is foamig out of the reservior badly.
i searched and it makes sense that air is getting into the system.
one inner tie rod boot is torn. dont see much fluid around it though. i guess any fluid means a leak though. is this the causeof my problem. cleaned the area thoroughly and cannot find the leak.

any ideas or comments would be appreciated.
i just dont want to replace everything one at a time until i find it.

or you used the wrong power steering fluid , if you dont use the right kind it will foam up and break the pump

jack up the front of your car and set it on jackstands and turn the wheel all the way to the left and to the right a few times see if that helps. this should take all of the air out of the rack/system

yeah either air in the system, or could be a bad pump.
