Icon6 1992 Accord Lx coupe Rev problem

Hi, I have a 92 Accord Lx. Ive had it for a few years and the entire time ive had it its had this weird idle/rev problem. While im in park, the motor just fluxuates between high and low Rpms (even when im going slow i have to ride the brake so it doesnt keep revving up) anyways ive noticed ALOT of the same model cars have the same EXACT problem...but my problem is that no one seems to know what it is, especially on this specific make /model, ive been to a ton of local shops here in Port Huron MI, but no luck. some people tell me its the throttle positioning censor, but others tell me its not... Im pretty much out of options at this point. If anyone could help me with this problem i would greatly appreciate it.

99 accord ex had the exact same problem.
took it in finally after about a month, and discovered it was the idle control valve. $500 fix. :S

i have the same problem but i replaced the IACV and it wasnt the problem. Someone also told me it was the throttle body but i dont understand how that could cause the problem? Someone also told me it could be a vacuum leak im trying that but after that i have no idea what to do.
