Default 89 crx hf mini me need help

so i have a 89 crx hf have put the si motor the d16a6 block and a d16z6 head i have the wire conversitons for the distributor and ecu. i am getting power to my dizzy and i know the ecu and dizzy work i put them both on a friends 95 civic and they both worked perfectly. so it has to be in the wireing somewhere just not sure where. also i did some testing and on the igniter wire on my friends civic wial running was at about 9.5 volts and battery voltage with the key on not running. and wail cranking my crx and with just the key on it is only getting about 5 volts would this be my problem and if so what could cause this. not sure what else it could be everything else is working just no fire.

do you have the HF engine harness on it? the Si engine harness will not work with the HF chassis harness

check the wire colors on the driver's side engine harness firewall connector
