91 civic Front bumper lip install question

91 civic Front bumper lip install question
I pretty much have the lip installed, but Im trying to figure out how the corner end clips slide in.
Im not sure if it slide onto the bumper, or onto the lip, then bolt it down.
Anyone know ?
